Safari version 3.2.3 top sites help please????????????

i just downloaded it yesterday, and i couldn't find the top sites toolbar nor could i find it in preferences. it's very annoying cause i really like it (and basically the reason why i use safari)! i couldn't find the add new tab too. the options in my bookmark settings are only show bonjour or hide bonjour or include bonjour. i'm sorry but i don't understand this computer things, so please be detailed with your answer. thanks!
