I keep getting a call from 33171264133 and it is from france?

There is a recording that says bonjour and then some more in French and hangs up. It has called me 4 times today already within 5 hours. It is a prerecorded messege. Who is it and how can I get it to stop? This is my cell phone and my business phone.
