Cannot delete folder in Windows Vista?

Go to the Start menu, type cmd in the search bar, right click cmd and then run as administrator. Once at the command prompt type "net user administrator /active:yes" without the quotes. Hit enter and restart your computer. Try to delete the file again. If that doesn't work, go to Control Panel>User Accounts and disable UAC (user access control) and hit apply. Try to delete the file again.
